UPDATE
THE BALLOON CAME DOWN AND THERE WAS NO KID INSIDE. HE MAY HAVE FALLEN OUT OR HE MAY HAVE NEVER BEEN IN THERE.
apparently there was a basket attached to the balloon and it was obv not attached when we were seeing it live on tv. They're now looking for the basket -

Yea this is ridiculous...I'm watching on MSNBC right now. They said the parents were building some experimental aircraft the kid climbed in to and it took off or something.
Pretty crappy aircraft IMO...this kid has to be passed out right now from lack of oxygen.
I dont see any way that this ends up good. That thing is moving pretty fast.

i would do helicopter over the balloon with a net, attached are water filled balloons that can be shot at from a distance to lower.
