Can promissory notes be made public?

    If two people sign a promissory note, can the person who is owed the money make the note public if the other party doesn't pay (put it on a forum)?

    So um are you saying, it's suppose to remain a secret, or the answer to the question is in the Secrecy Act? Either way can you clarify the answer please. Thanks
