    So I get call from my bank, my card # seems to have been obtained by an illegal means.

    I was told it most likely happened at a place where I used it( I assume doc theft or hack)

    they said visa will not disclose where it happened, is that legal?

    Nothing had been charged so they are just swapping me FYI

    mine got stolen and used at a Home Depot in New York. locally they tracked a rash of stolen credit cards to a buffalo wild wings... it happens, lucky for you they caught it before any money was spent, otherwise you have to wait for them to investigate it
