seems voluntary, so I'll go with generosity. although that might be going to far, as the higher up workers will benefit by the lower ones not getting fired (even tho they will lose some dough/bennies). if they feel they made a fair trade so be it

if my hospital were faced with this, say take a 5% cut to keep ancillary staff it would be a no brainer. i couldn't imagine what a hospital would be like with short staff housekeeping and aides.
