Help with Windows Picture editing - I need a program

    thx to anyone who can help me on this boring topic. I used to have a decent lil program that was simplistic but worked with what I needed on my old Gateway laptop(RIP Nov 2006) . I got a newer and better HP Laptop but all i got on this is PAINT basically. I need to make DVD cases and edit etc, and when i put one of my dvd cases on the Paint to try to edit from there, its so dam huge (and paint doesnt let you BACK OUT from your picture, If im wrong on that someone let me know how) and i need something that basically does the following,

    allows me to see the photo i am editing from a distance,

    allows me to add text on top of top of a picture (without the full box of white like PAINT would do)

    I KNOW that there is a program that comes with most computers that does this that i am missing on this laptop, anyone know waht im talkin about? i thoughtmaybe it wsa Picture It, but i cant seem to find a good spot to download it. i tried from Microsofts page but im having issues getting it to work.
