Question about IP address (non online gambling bill question)

    I have a question to ask and Im hoping someone can answer it and hopefully put it in english and not tech. terms.

    I need to find an IP address of someone and dont know how to do this. Can it be done with that persons yahoo messenger handle or hotmail.com email address?

    If not, is there anyway at all I can get their IP address?

    Thanks in advanced to anyone who can help answer my questions.
