if someone prominent suggests that you apply for a job where their opinion may influence the employer's decision to hire you, do you refer to that prominent person in your cover letter.
like, at the advice of So-and-so...etc, etc. -
i would discuss with said prominent person before including in resume.

well yeah, we've obv already discussed it, but should i put their name in the cover letter (not the resume) to kinda say 'hey, so-and-so already talked to me about this.' sorta thing.

If this prominent person has all this influence the cover letter should not matter. Ship the resume and be done with it.

Don't include it, it's too overt. That would be a turnoff for me as a hiring manager. Hopefully this prominent person will drop a good word in for you directly, or at least allow you to list them as a reference. If you were to add it in the cover letter, now I'm starting to feel like its being forced on me or that you feel like you are banking on this persons endorsement to get you a job.

since most things are done electronically these days,include jericos' fat kid dancin' gif and show em you are a mover and a shaker who brings new and sometimes extremely goofy stuff to the table.if that fails tell em to GTFO
