MADISON, Wis. -- Republicans in the Wisconsin Senate voted Wednesday night to strip nearly all collective bargaining rights from public workers after discovering a way to bypass the chamber's missing Democrats.
All 14 Senate Democrats fled to Illinois nearly three weeks ago, preventing the chamber from having enough members present to consider Gov. Scott Walker's so-called "budget repair bill" - a proposal introduced to plug a $137 million budget shortfall.
The Senate requires a quorum to take up any measures that spend money. But Republicans on Wednesday split from the legislation the proposal to curtail union rights, which spends no money, and a special conference committee of state lawmakers approved the bill a short time later.
The lone Democrat present on the conference committee, Rep. Tony Barca, shouted that the surprise meeting was a violation of the state's open meetings law but Republicans voted over his objections. The Senate then convened within minutes and passed it without discussion or debate.
Spectators in the gallery screamed "You are cowards."
Before the sudden votes, Democratic Sens. Bob Jauch said if Republicans "chose to ram this bill through in this fashion, it will be to their political peril. They're changing the rules. They will inflame a very frustrated public." -

this type of thuggery isn't surprising, seeing as how it comes from the gop. it's doubtful that this will be able to stand as the dems didn't receive 24 hours notice which is apparently a legislative (open meetings) law. it was an illegal meeting and a very bizarre scene.

Did this bill only impact teachers? I got the impression they were stripping collective bargaining rights from almost all public workers. If that is the case, a strike could shut down virtually all public services.

How is it thuggery? Seems to me the came up with a bill and passed it. They can pass any non-spending bill without the Democrats present. Should the gvt. shut down cause some in the senate went on holiday?

Several states have laws that require a period of public notice before assembling to prevent secret/closed meetings. I just learned about this the other day as a coworker is a city council member and has to abide by these rules. I would think that a normal day of state assembly would already qualify as having the appropriate notice.

What else makes this crazy is they were insisting this WHOLE FUCKING TIME it was to plug a budget hole and than got this passed because it's not "fiscal"

you sound very proud that your conservative representative blatantly broke the law of the state. in all likelihood the only thing they accomplished was underscore the need and desire for recalls of those who supported the tyranny witnessed with that vote.

This keeps being reported by people like Rachel Maddow, but this is the same woman that claimed Wisconsin has a budget surplus. Would you have been cool with members of the GOP fleeing their posts to prevent a vote even taking place on Obamacare if that was an option? I'm getting a kick out of people going ballistic over the notice thing when the Dem State Senators willingly decided to leave the state they were elected to represent. -
running from problems is definitely not a pussy move. get real dude. they didnt want to try to compromise first, they didnt want discussion, they ran. and they ran because they didnt have a majority. suck it up
