  7. <p>the ban on sports betting is to protect the integrity of the game...so youdon't  have things like the chicago "black sox" scandal happen again....or at least try i guess</p>
  8. <p>So doesn't this bill just give Congress the opportunity to say, oh yeah, online poker is definitely illegal to?  I mean I get the point of the bill, bring clarity to what's illegal and what isn't.   I guess I don't understand how we get to the point, or who determines, whats illegal or not.</p>
  9. <p>What the bill says is that if the government is going to place a restriction with regard to allowing online gaming transactions,  someone had better come up with a clear policy as to how that's going to work.  The UIGEA just says "oh, the banks will police this for us".  HR 6870 says, "The financial industry can't, so figure something else out."</p>
