If outside US players can't play then what makes the action or tourny guarantees any diff from sites like doylesroom? Players played on these big sites like pokerstars for a reason... Large payouts from tournaments for a small buy-in and the action on cash games. How can they incorporate the same big tournaments if they limit it to just US players?

Even if this passes, I wonder how many states "opt in"....this could still suck for many americans

They'd be crazy to limit it to US only, but then it's the US gov't. calling the shots, so crazy is the order of the day.
We can only hope that by not mentioning players outside the US they are not excluding them.
party poker will rise from the ashes!!!!!!! I wouldn't be surprised if they are bought by one of the big US land based casino companies. -
everyone needs to support this bill...write your congress members and tell them to support this bill.this is the best shot we have of poker in the US, and this bill has the best shot of passing out of bills in the pastas far as the opt in/opt out thing...at the start, all states are opted in. your state would need to go through the trouble to actually opt out. some states might...but a good deal of them most likely will not.

I wonder if some of the ultra conservative states might still attempt to bar their residents from participation simply because the politicians think they know better?

raisethis2....that's what I'm worried about also. Even though the bill was put forward by Congressman Barton (TX)...the governor of Texas (Rick Perry) is a total asshat, and I wouldn't put it past him to try to block Texan's from playing.

Seems that only Nevada & Jersey will be allowed to RUN the sites. Players will be accepted from anywhere unless their homestate regulates online poker, such as my home state of Washington. I also don't see anything preventing overseas players from playing. It restricts foreign operators from obtaining licenses for the first 3 years so the brick n mortars can get established as the front runners.

So basically this means that for the 1st 3 yrs theres no chance of us playing on pokerstars again ? -
As it stands now, every state except for Hawaii and Utah has some form of legal gambling, like lotteries, race tracks, casinos, etc.

you have to realize, there were so many americans who never played online poker in the past because of the fear of legality. now if this bill passes, online poker will become legal and we could see another US poker boom just like 2004. all of the recreational players who were too scared to deposit on full tilt and pokerstars in the past will now give it a shot. theres no way of telling how big any of these us sites could be. it could very well be the same size as FT and PS. even if it isnt, all of the players will eventually flock to one major site and im sure tourneys will generate enough volume to have big guaranteed prizes. -

Just another protectionist bill under the guise of consumer protection and my fellow poker players think this is wonderful because something is better than nothing.
Government regulation and licensing is the most un-american throttling of freedom and honest competition there is. (just watch a tape of a S.W.A.T. team converging on organic or Amish farmers selling real milk). What really needs to be addressed is that the UIGEA, by allowing some forms of gambling, and not others, is a blatantly unconstitutional act that protects some industries at the expense of others. And the much larger issue, is that you have a Justice Dept, headed by an Attorney General, of Covington and Burley lackeys that are enforcing the wishes of the N.F.L and others through use of sheer force.And now, they are becoming shills for Harrahs, and a few other sleazeballs who want to corner the whole market.
What we need to do fellow poker players, is make sure that the US Government can no longer illegally seize private bank accounts , and the best way to do this is by enacting Gold and Silver exchanges that cannot be touched by any federal goons, and is totally free of the chains of the Federal Reserve cartel. This insures liberty for not only poker transactions, but ensures liberty for life itself.
We all get screwed over, and then we are thankful because they will "allow" us to do something that we should be able to do anyway, but now it's not offered on the free market, but forced onto us by a monopolized hybrid of Corporate Casino's and Government who will offer a lousy product and make the game practically unprofitable with high takeouts, and tax levy's.
Please forgive me if I'm not overly enthused. When I can play at pokerstars again, and any financial transactions are totally up to the free will decision of my bank, and not the NKVD junior varsity, then I will be happy again. -

Just wanted to take a minute to thank Rich Muny and everyone else who is working so hard to right the wrongs of the UIGEA. Keep up the fight! I'll do my part by keeping on sending the letters to the politicians as needed.

Aside from the guy who copy-and-pasted something he found on a Ron Paul message board and some tepid speculation about how non-US players will fit in, id hardly call any of that whining. I dunno, maybe I'm misreading the zeitgeist, but I think most of us are reasonably enthused.
