4x is his standard raise, he has been fairly active the short period ive been at table

  2. You'll have to call 3500 to win 6400 already in the pot. Pot odds 64:35 or 1.83:1. You will still have 34,280 after you make the call. If he's been very active, his hand range is probably pretty wide. That doesn't say he doesn't have a very good hand.

You can call the raise with the intention of betting most any non-[A] or [face card flop]. I'm basically talking about a "stop-&-go" play. Bet about 5000 or 6000 into him. If he has only high cards, he'll be hard pressed to call this action unless he has a real hand. If he comes over the top, you're probably beat most of the time and can fold. You should win with this call-bet sequence more than 30% of the time and it will be profitable. If the flop comes all high cards, you can check and see if he rep's the flop with a bet.

Also, you might flop a set sometimes, and be set to win a big pot. I wouldn't recommend raising in this situation. You don't want to get pot commited or fold a significant portion of your stack OOP.
  3. I agree with Blue Dog...
what you don't say is whether you're in the money or not.
with so many other small stacks at your table (final table?), you might even consider folding and picking a better spot. don't know if this big stack is only showing big hands or making moves with JT.
also in your consideration is the bb - yet to act. What if he pushes? Or what if you push and he calls?
I like 99 better as a multi-player limp - or as the agressor. Since the agressor position has been filled, I would either call and try to hit set, or fold.
