Does it take 2 to chip dump? There is no connection between the dumper and dumpee.
Would this be a violation of the rules.
lets say he defended a Donk and the Donk wanted to give all his chips to the defender. -
In rereading the OP for the 4th or 5th time, perhaps I misunderstood. If Player A states that he wants to give Player B all his remaining chips, and Player B agrees, then yes, it is collusion.
Example: Player A wants to leave a tourney and sees that Player B is the only other person from his country. Player A says - hey "B", I'm outta here - I'll raise all but 1 chip, you reraise me and I'll fold. And if Player B says OK - that's collusion and both would get in trouble.
But if Player B doesn't respond or says "No", then I don't think it's collusion since there was no 2-way agreement. Player A might still get in trouble for dumping their chips, but Player B was not colluding and shouldn't get in trouble. Although he might be investigated to see if Player A and Player B ever did this before. -
