confusing but need an answer

    6 left at final table of home game. Blinds are 1000/2000. First to act raises to 7000, 2nd to act goes allin for 11900. Folds around to big blind who wants to know if he calls the extra 9900 to cover the allin can the first to act then reraise when it comes back to him to make his decision. I say yes the first to act can reraise the minimum if the big blind calls the allin because the allin raise was more then half of the original 7000 bet. If the allin was say 10,400 then no the 7000 original bettor couldn't reaise if the big blind had called but since half of 7000 is 3500 which added together is 10,500 and the allin had 11900 then its more then half so the orginal bettor should be able to reraise the big blind the minimum should the big blind call the allin. Is this right or wrong?

    The first raise was 5k the allin raise was only 4900 more so the original raiser can't reraise I'm pretty sure if not then someone else can correct that

    The raise was 5,000, the 4,900 extra doesn't count as a "legal raise" (the raise would have to be 5000 or more) , so the guy that made the first raise to 7,000 CAN'T re-raise.

    31. Raises

    A raise must be at least the size of the largest previous bet or raise of the current betting round. If a player puts in a raise of 50% or more of the previous bet but less than the minimum raise, he or she must make a full raise. The raise will be exactly the minimum raise allowed (see exception for multiple same-denomination chips Rule 33). In no-limit and pot limit, an all-in wager of less than a full raise does not reopen the betting to a player who has already acted.
