this donkish play at the low/medium stakes is driving me wild. i cant seem to figure out if they are min reraising me with huge pairs or AQ/AJ,etc. Any advice on how to defend agaisnt this play? the obvious answer would be to call and hope to flop something huge to punish the player for such a bad play. but being out of position and completely dumbfounded as to what they are raising me is making it tough on me. thanks in advance for the help.

DOn't call either reraise or fold

Folding to a mini reraise preflop would be awful ^^

no...folding is an option...however, my friend and I have ran into this play(INSTA min re-raise) millions of times and have found it to be weak about 80% of the time...obv cash games/sngs/mtts all vary with this play, however...since it is generally so weak(33-77-2 broadway cards) i like to re-pop and take the lead....this is where your hand will be defined for the most part...most of the time they INSTA flat call which is clearly very weak, a standard C bet then usually takes it down...pressure back pre-flop means fold obviously...of course, always better in position, but again play varies in deep stacks...cash/sngs/mtts etc...try it out sometime and let me know how it goes...
