Quick snapshot. I was midstack with a table of a few scared players and some calling stations. I was one before the dealer at this point only a player a seat away from had raised to 120. He had been doing this kind of raise and stealing blinds for a bit.
I decided to reraise my Jc Jd to 600 and made it 480 it go. Everyone folded and the original player called.
Flop:
Qc 3s Kc
At this point I though I was beat by a pair of Qs, but I decided to take a shot at the pot.
I fired 700, player re-raised to 1400 I called leaving me with 1400 chips.
Turn: 9c
Qc 3s Kc 9c
Player goes all in.
My chip stack is only 1400 with blinds 30,60. Average chip stack was about 6,000.
At this point I realized I was bit and hesitated for over a minute whether to call his all in or not.
I had an inside straight draw and a flush draw. I put him on a hand like AQ which made him about a 2:1 favorite.
I finally decided to call because of the straight draw and flush draw and the fact that if I folded I would be short stacked.
River:
Qc 3s Kc 9c 5d
He turns Js 10s and shows his straight.
My point: I think that my bet on the turn of 700 was too low and I should've bet at least pot size and then he probably would've folded his straight draw.
What advice can you guys give me? How would you would've played this hand with such flop? I appreciate your input!!

Pretty sure you're in the Hijack and not the Cutoff (1 off button). With the blinds this small I either flat this pre or raise smaller. Since you said he was active then re-raising like you did is probably best if you're pretty sure you're ahead, but i'm more inclined to make it like 360. Keep the pot smaller so you have more wiggle room post flop. As played, you can't fold the turn imo.

your bet sizing is the problem with this hand, the blinds are so small so there's really no need to gamble...i don't mind flatting here or the 3 bet but its gotta be smaller to like 340-350.
