So I am in this Thursday night game ($30 tourney)with a bunch of buddies from high school and this issue came up tonight.
We started at two tables with 12 people, played it down to nine then combined. Played the final table for a bit and it got down to 5 people left. The guys who were already out began playing at the other table where the two decks that were being used before were still on the table. They went through the cards and there was 7-5s in one of the decks and missing a 7 from the other deck. (this was an honest mistake as there are many of the same decks at the house and we usually play euchre afterwards which uses 5s for scorekeeping so that is why the decks were messed up)
We usually go through the decks prior to starting but it was obv not done on this table tonight.
What should happen? Should the tourney go on as played? Should it restart? or should everyone get a refund?
Couple of things to note:
This happened before when we only had one table from the start and we noticed it about 20 minutes into the tourney (no one had been knocked out) and we voted on whether to restart or fix the deck and keep going it turned out to be a tie so we flipped a coin and wound up restarting.
This was the 8th level so 2+ hours into it.
There were 7 people eliminated at the time the error was noticed, 2 of which had already left.
The decks in question were at the table that had broken already and the decks on the final table were fine.
Whats the ruling? -
let it go, unless a player knew before hand that the decks were messed up.

How could you vote to restart if 2 people had already left and gone home? The person who lives in the house where you played, was he/she still in or knocked out? If that person was knocked out, then i say no one can have an argument to restart.... unless that persons "favorite hand" has a 7 in it, then i say they have to pay for the two that left, everyone restarts and you refer to him as JJprodigy, Danny Almonte or any other "sports" cheater.

Also why start with two 6man tables and play till 3 are knocked out then have a 9man table, why not just 6man all the way down? Either get more fishes or tell the 2 better players they can't come back anymore and play a 10man sng.

Ever so often, you count the cards. It works for Crazy Eights and War, so it shouldn't be a problem with poker.
And for the original problem, it's not fair to restart if everyone who stood to benefit from that is not there.
