Thank you for contacting me regarding Internet gambling. Iappreciate hearing from you.Americans wager more than $4 to $6 billion a year on Internetgambling. Opponents of Internet gambling contend that it is largelyunregulated, allows access by children, offers temptingopportunities for organized crime and money launderers, and lacksany effective safeguards against fraud. They also characterize it asparticularly addictive and say that it circumvents state gamblinglaws and regulations. Most Internet gambling operations arealready proscribed by federal law but these laws have not provenvery effective.Congressman Robert Goodlatte (R-VA) introduced the InternetGambling Prohibition Act (HR 4777) on February 16, 2006, toexpand the prohibition against interstate gambling to also prohibitInternet gambling. This bill was referred to the House JudiciaryCommittee. Congressman James Leach (R-IA) introduced theUnlawful Internet Gambling Enforcement Act (HR 4411) onNovember 18, 2005 to prohibit the use of credit cards and fundtransfers for unlawful Internet gambling. This bill was referred tothe House Financial Services Committee, which considered andpassed the bill on March 15, 2006. It has now been referred to theHouse Judiciary Committee. I do not sit on these committees, but Isupport the intent of these bills and will keep your views in mind ifthey are voted on in the House.Again, thank you for contacting me. I hope this information ishelpful.Sincerely,Jim KolbeMember of Congress
