First correspondance I've gotten since the bill passed...
Thank you for contacting me regarding legislation aimed at
curtailing internet gambling. It was good hearing from you and I
appreciate the benefit of your views on this issue.
I understand your concerns. Over the past decade, the
internet has emerged as a catalyst for economic expansion,
technological advancement, and new forms of civic participation
and educational opportunity. However, the development of the
internet has also presented us with new challenges. It has also
given birth to new "internet casinos," as well as online gambling
and sports betting which, in recent years, have become
increasingly popular. In 2005 alone, online casinos earned
almost $12 billion, up from $8.3 billion in 2004. This growing
business has emerged despite current federal laws designed to
prohibit online betting.
Currently, 48 states allow some form of legalized gambling
or gaming. Yet, each state has its own rules and regulations to
govern sanctioned gaming - such as age requirements and
specifically designated locations for betting. These regulations
are designed to protect our nation's youth and those with
gambling addiction problems. However, due to the interstate and
international nature of internet gambling, it has become
impossible for states or the federal government to successfully
enforce internet gambling prohibitions that are already on the
books. As a result, some have recently voiced legitimate
concerns about the ease with which minors can access and
participate in online betting by simply entering their parents
credit card information. As a senator who has consistently
fought to protect our nation's children, I am particularly
troubled by this.
The issue of internet gambling represents one more challenge
presented to Americans by our transition into the "information
age," however I believe that our priorities remain clear. We
must remain vigilant in protecting families, those with gambling
addiction problems and communities against the harm caused by
excessive gambling by enforcing sensible restrictions and
regulations. At the same time, we should honor the historic
traditions of federalism which allow residents of each of our
fifty states to craft the laws under which they live.
As you may know, on October 13, 2006 President Bush signed
House Resolution 4954, the SAFE Port Act, into law. Among other
things, this legislation makes it illegal for banks to transfer
money to websites that offer internet gambling. I
