    Correct, this is a huge issue in the internet gambling legislation. The degree/manner to which this will be enforced remains to be seen.

    I think the ISPs will comply. If they go to isp's like BellSouth, or Comcast or whoever and tell them the law requires them to block poker site's IPs they will do it. Just like the banking industry will block DIRECT transactions to poker site or sites like Neteller. No doubt in my mind.
