I run into this a lot not sure what to do with a 13-16 BB stack. Should I just be shoving with a stack like this? The problem I have about this is I only winning a very small pot & if I 'm called I'm crushed.

This is close. I put this into imc, and it says you should shove TT+, AT+, AJo+, KJs+, KQo+.
However, since you are about to lose 10% of your stack (BB and SB), I would shove. If everyone folds u increase ur stack by 10%, and I think you're bet gets called by a slightly wider range than imc is saying (dependent on table dynamics). I would shove, looking to be called and doubled up. If you run into a better hand, or lose a flip, oh well. You need chips, so take a chance. -
The thing I've been working in situations like this when I'm dealt the goods (AA, KK or QQ) is that I open with a min-raise.
I find that I tend to get shipped on by people holding those really marginal hands like A-10, A-rag and even KQ believing that I'm just trying to pick up the blinds with my super-powerful min-raise, and once they do ship it on me, I snap it off.
You tend to get action out of hands that easily kick their cards to the muck when faced with a 10bb+ open-shove.
However, my example mostly has a sample size from late position (button to lo-jack), so UTG is a different situation - but holding 99 and only having 14bbs it makes it so tricky, but I think getting it in is the right play. -

Raise to 300. You may get everyone to fold. If you have a read on someone who three bets here you can go with your read and shove if they raise light. Try it. Hope this helps.
