I'm UTG with a moustache and fold my rag hand. The cut-off, who also has a moustache folds to the goatee-wearing button. The guy in the small blind touches his moustache softly before limping into the dude (and when I refer to him as a "dude", I really mean it) who has the thickest moustache of all of us. He thinks for a moment before raising 3x.
The guy in the small blind with the moustache that makes him look racist, thinks for a moment before calling the preflop raise.
The flop is something, I don't know, and I can't remember, and Captain Whiterobe checks to our original preflop bully who bets about half the pot. Before I have even a moment to take a sip of my delicious Vodka and Cranberry, Hitler calls "time".
HA HA, the dude and I laugh out loud. "Sure, man, you've got two minutes to act."
Batman and Robin bust in the door and a pink "WAM!", a yellow "ZONK!", and a green "KAPOW" fill the air.
While using very colourful ("colorful" for the Americans) language, he argues that when you feel like you have a tough decision to make and are going to take a lot of time doing so, it's customary to call "time" so that people know that you are going to take a long time.
Dude and I argued that it's typical that "time" is called on you when someone believes you are taking too long to act.
So I'm just basically looking for confirmation here.
(No animals were hurt during the creation of this post. I did, however, burn my fucking Clam Chowda. Sorry, Boston. And anybody else offended by the "F" word.) -

"Time" can be both. If action is on YOU, and have a decision to make, you can say 'time' out of common courtesy (although it's not done much anymore that I've seen - except by older players) to let the table know you will be tanking for a brief moment.
If action has already been on you, and the mustache men now have beards, captain whiterobes attire is now worn and weathered to a frazzle, and Hitler is reaching for the poison for himself, Ms. Braun, and anyone else at the table ready to end the misery of your think tanking, then anyone can call 'time' ON you.
As I said, your story was impossible to follow, but hope that helps.

Actually, yes it IS very common (if you ever play in casinos you will see this ALL the time) for a player in live play to say "time" when faced with a tough decision knowing they will need some time. This is a common courtesy to both the other players and the dealer and it is expected that out of courtesy everyone gives the player a decent amount of time to act before calling the clock on him, which is what you are referring to in your side of the argument.
If the player is taking too long...usually more than a couple of minutes...to act, then it is appropriate for the dealer to prompt him/her to act or for another player to call the clock on him (but this is something very frowned upon as generally bad etiquette if you are not in the hand and should be used sparingly even if you are).
Of course there are players who use both the calling of "time" and the calling of the clock as a strategic ploy to mask the strength of their hand or in the case of calling the clock to apply pressure to the player whose turn it is to act in an effort to induce a bad decision. -
