Villain has been v. active and aggressive, and had been 3betting a lot (VPIP 30 PFR 26 3BET 13% from 192 hands).
I considered 4b/c, but I felt 99s would play well in position here, and I didn't like the idea of shoving 99s for nearly 40bbs so late in the tourney (I chickened out!).
First, what are everyone's thoughts on 4bet/c here? This late on, should I be factoring in ICM and if so, how (I have very little understanding of how ICM should effect our decision making process)?
The main reason I have posted this hand is to get some feedback on the turn play...what would you guys do on the turn here?

Against a very loose player I'd prefer to 4b. You most likely have the best hand and he is going to drive you nuts oop dealing with any overs on the board as happened in the hand. A small 4b will prob not accomplish our goal to punish him and take away his position. I'd go big to around 10k or shove on him. ICM shouldn't be much of a factor here at 18 left unless there are good pay jumps in the next few positions. There usually aren't from 18-11 so don't worry about that. That becomes more important on the final table when pay jumps are larger. You can maybe think about that in a much larger trny if pay jumps are significant from level to level.
