Require and ID for all accounts (anything provided by a govt agency with a picture). Want your cash = must have an ID on file and your check is sent registered mail.
It wont stop all multi-acocunting but it put a big dent in it. -

Deposit your own money, and win or lose your own money. I don't like it either, but 90% of the cheating (rule breaking - whatever you want to call it) would be stopped when they stop P2P transfers.
Of the major US Sites, which site has really no reported issues with MA'ing, cheating and scamming? Bodog.
Of the major US sites, which site does not allow P2P transfers? Bodog.
You may not like their software, game selection or deposit/cashout options. But their poker site is the safest and most honest game out there. -
Perhaps you don't hear about MA'ing on bodog because 1) they don't have the customer support to track it (if they care at all) and they're more worried about getting their $150 fee per $1000 check so their checks don't bounce. 2) banning one of their <100 regulars they have left is bad business

But it's OK to just come out and say that you don't want to lose P2P transfers. But why do you think that sites like NetTeller were closed in the US and why banks are scared to get involved with poker sites. It's because NetTeller was basically a third party P2P vehicle, and Congress realized that this type of vehicle is something that can be used to launder money.
Would you agree that if P2P transfers were not available, that there would be fewer instances of cheating/rule breaking? I know that P2P transfers are the life blood of backers. But isn't that more of a convenience? If people really wanted to - they could send each other bank transfers (or checks, cash, food stamps - whatever) and deposit the backing money from their own bank into the sites. Yes it would be slower - but everyone would have a little more protection. -

The industry is on a slippery slope. I think we all agree that if/when the government backs off on online poker that things will get easier. But I don't think that the government will back off while there is the perception that the industry cannot self regulate. And that people are using P2P transfers to (possibly) launder money and (likely) using this to perpetuate frauds- well - then something has to change with that system.
Limit P2P transfers. Put additional security around transfers and withdrawals. The status quo is not working. -
ROFL. Maybe youve heard of this little piece of software, its been around for 15 (or more?) years, its called Photoshop. And there are plenty of powerful alternatives to this program too. Dream on, stop sucking, and then maybe you can beat these guys at the tables.

Stop P2P transfers, as far as integrity in Online Poker sites go, what purpose do these have besides making it convenient for (related) players to share funds and probably share accounts/hole cards/money laudering Etc??

Take your photoshopped ID down to the post office to get a registered letter. Not going to work. Thats the key to my plan. If you dont have a valid ID to get a chaeck by registered mail then your cooked you cant get any money out.

I dont think banning P2P will work. but with my plan P2P transfers prom players unable to cash their checks to "real" accounts will show who the cheaters and their enablers are.
