playing in a pretty soft 5/10 game with about 2k behind me, in the cutoff. Folds to me and I make it 40 with 9Js, Button Calls, BB Calls. Flop comes J98 w/ 2 clubs. It checks to me so I bet 100, Button Calls, BB Calls. Turn comes 6. BB checks, I check, Button Makes it 250 and the BB Folds.
At this point I look over at the buttons stack and thought that he only had about 350 or so behind (not realizing he had about 720). I must have missed a stack or two. So i raise to 600 thinking i'm putting him all in. He says "that's so sick" and puts in the rest of his chips. Since I thought I put him all in I said " I hope you weren't grandstanding" or something to that effect and begin to grab my cards as if to turn them over. He beats my cards to the pot and tables JJ and i'm drawing dead. I never said call or anything even close and the dealer plays out the hand and tells me to put 370 more in the pot.
Realizing my error in judging his stack I tried to explain that I never made the call and thought I had put him all in. Floor was called over and ruled that I needed to ship the 370 because it was obvios I was going to make the call, even though BB turned his hand over first before me. Is it just me or was that a ridiculous decision or what? -
technically you never put the money in or stated that you called, The mistake came from the dealer not comfirming the action before continuing and next from the villian for tabling his hand too soon. Things happen fast, so it would be understandable to me that you would not have time to stop the dealer from finishing the hand before confirming the bets. With all that said, there is not much you can do with a floors final decision. Its suppose to be in the best interest of the game. Not sure if you got this tho. I am siding with you.

Your intention was to take all his money. Where does it say you get to make a "I made a mistake, I don't want to pay the full bet." Players have a responsibility to make informed decisions. If you were so concerned with his stack size; it's your responsibility to say, "how much do you have behind?" before you make rash decisions. You actions say you intended to make the call because you thought you had the best hand.
So i raise to 600 thinking i'm putting him all in.

yes but he said raise to 600 not "im all in" when the guy tables his hand before op . op should be allowed to muck his hand and not put in the remaining 370 because of the mistake made by the other player in turning his cards over to fast.

OP never said "call" or "allin". He counted out chips and made a bet. When the other guy reraises allin and shows his cards, OP has the opportunity to fold.
