matters what kind of tourney, what kind of structure, what your play style is, what your opponents play style is, what the payouts look like, etc etc.
I like the number 15% as a generic number though.
Worry about making the best decision on every hand, and stats second

You should play hands where you think you have an advantage over your opponents. You should never go into a tourney thinking you should play a certain percentage of hands. I actually think it's more about situations than hands. Try and put yourself in good situations to hopefully pick up chips without too much danger for your stack. Worrying about playing a certain # of hands in a tourney can only hurt your game.
Edit:And you should prob start by reading some tourney strategy articles and some books to help you get an understanding
