Just wondering

The gov't wants to stop the money flow, not the play chips.

I would not be surprised if some official somewhere would try to say that it is illegal because you are gambling even though you are risking nothing of value. They have done that here in Columbus Ohio when they arrested and ticketed 26 players involved in a free poker league at a bar.
But also I don't think many sites other than Yahoo will keep up play money tables if congress makes it illegal and the ISPs and Banks have to start turning in records to the government.
And yes if the bill passes the ISPs will have to turn in records of traffic to "illegal" sites. That is the part where Big Brother finally kicks in.
