Dear MR Hesser:
Thank you for contacting me in regard to the Unlawful Internet Gambling Enforcement. I appreciate hearing from you and welcome the opportunity to respond.
As you may know, the Unlawful Internet Gambling Enforcement Act (UIGEA) prohibits the transfer of funds from a financial institution to an Internet gambling site, with the notable exceptions of fantasy sports, online lotteries, and horse/harness racing. UIGEA amends the federal criminal code to prohibit gambling businesses from knowingly accepting credit, electronic fund transfers, checks, drafts, or similar financial instruments or the proceeds of any other financial transaction in connection with unlawful Internet gambling. Directs the Secretary of the Treasury and the Board of Governors of the Federal Reserve System to prescribe regulations to identify and block restricted transactions and grants immunity from civil liability for blocking a restricted transaction or one which is reasonably believed to be a restricted transaction.
It may please you to know that I cosponsored HR 2046 which establishes a licensing and regulation regime for US based internet gaming, subject to age verification safeguards, services for problem gamblers, anti-money laundering requirements, and certain player protections. Sports organizations can opt out and retain a ban on on-line gambling. Currently, Americans can gamble on on-line sites operated outside of the US. This bill will allow the US government to regulate and tax online gaming, which is already taking place without regulation or safeguards. HR 2046 will help to clear up ambiguity in the initial UIGEA law and give Americans the right to determine whether to gamble online or not.
Currently, this bill has been referred to the Subcommittee on Domestic and International Monetary Policy, Trade, and Technology. However, no further action has been taken. Should this bill come before the full House for a vote, please know that it will receive my support.
Once again, thank you for contacting me. Please do not hesitate to contact me again in the future if I can be of further assistance on this or any other issue.
Sincerely yours,

Does everyone know that if you reply to a reply in a thread and not the OP, you most likely won't get page 2'd?
