    Thank you for contacting me concerning legislation that would put the U.S. in charge of licensing Internet poker and providing meaningful regulation of the industry. It is good to hear from you.

    In 2006, President Bush signed into law H.R. 4954, the SAFE Port Act. Section 802 of the SAFE Port Act included language from the Unlawful Internet Gambling Enforcement Act of 2006, which made online gambling illegal in order to cut off the flow of revenue to the Internet gambling industry.

    H.R. 1174, the Internet Gambling Regulation, Consumer Protection, and Enforcement Act, was introduced on March 17, 2011 by Rep. Campbell (R-CA) in order to amend federal law governing monetary transactions to establish an Internet Gambling Licensing Program administered and enforced by the Secretary of the Treasury. Under this legislation, Internet gambling operators could obtain licenses authorizing them to accept bets and wagers from individuals within the United States. This bill has been since referred to the House Committees on Judiciary, Energy and Commerce, and Financial Services.

    H.R. 2366, the Online Poker Act of 2011, was introduced on June 24, 2011 by Rep. Joe Barton (R-TX). This bill allows for the federal regulation of only person-to-person online poker, meaning you must be playing a game with other individuals through the internet for it to be legalized under this act. This is opposed to other legislation which would allow for all types of poker to be regulated, including games which you play against a computer or program. H.R. 2366 has been referred to the same committees of jurisdiction as H.R. 1174, where both remain currently until further action is taken by the respective Chairmen.

    While I have concerns over addictions and issues arising due to online gambling accessibility, I also have a strong believe in the freedom of the internet as well as personal responsibility. It should not be the government's role to act as a parent and dictate what you can and cannot do in every facet of our lives. That being said, although I do not have a seat on any of the above committees of jurisdiction, rest assured I will keep your thoughts in mind should either of these bills or any related legislation make it to the House floor for a vote.

    Not sure if by the elections, but maybe in the lame duck session. Reid/Kyl seem to have something ready, and Rep. Joe Barton thinks if everything goes well it may get through then. He explains the procedures for getting something passed in this QJ video of the PPA meeting in Las Vegas on 6/30/12. He speaks toward the beginning of the meeting.
