If I understand this correctly, Frank's bill is to regulate online gambling in general, while Wexler's bill only wants a skill based exemption to the UIGEA. I would think politicians would be less averse to a bill only regulating poker than a bill regulating many non skill-based types of online gambling such as online craps.

Great question.
I think part of it has to do with the fact that Frank's bill was discussed in Committee last year in June, whereas Wexler's bill has not yet seen the time of day. Therefore, there has been more exposure for Frank's bill, leading to more co-sponsors.
Also, given Frank's position as Chairman of the House Financial Services Committee, he wields a little bit more power.
