HOW To Reply to Letters Received
I have (and so have many) noticed a recurring theme in letter responses from Senator’s and House Representatives who oppose Internet Wagering, Internet gambling has become too easily accessible to minors and it violates state laws. This, when these letters are received needs to be addressed in an immediate reply, both by e-mail and printed and mailed. I received the same initial response from one of my Senator’s and my Congressional representative citing this same uninformed reply. Now, how to counter this is simple and easy. . 1. Point out (if your state is one) that skill games violate ...

I recall that well and wrote a detailed response at the PPA and 2+2 as follows: After much research, I have found governing Federal Rules that govern Sweepstakes, Contests AND Games of Skill, which the Wexler Bill relates to. The latter, Games of Skill of course is our concern, though the whole section is together, just Games of Skill have more liberal payment requirements and NO free entry requirement. The following is why, the Wexler Bill is good for us since other options are not. This can be read at and you can search or use the link: From that link it states “Unlike sweepstakes, ...

Re(1): Online poker in the USA
I am always hopeful an the letter in the thread below: shows progress is being made. Little needs to be changed I personally believe, in the current UIGEA Bill or perhaps nothing, rather an updating / clarification of the Skill Games Rules instituted by the Federal Trade Commission under the current Sweepstakes rules that already allows skill based games to have a required entry fee. See link: Skill Contests There’s one notable exception: skill contests. These are puzzles, games or other contests in which prizes are awarded based on skill, knowledge or talent – not on chance. ...

Re(5): EU settles with US on WTO gambling withdrawal
Lets hope it is not all bad news. Some hope, though the amount is low to our overall economy, to the effected businesses it will be different. Take the Byrd Amendment case, the WTO authorized 4 billion in retaliation, eventually congress caved. This will easily exceed that 4 billion between the USTR give aways and the WTO award to Antigua. Read the case at the Cato Institute: NOTE: At the time of writing the article, Congress had yet to comply with the WTO and the thought then, as now, was Congress would not comply, risking the downfall of the WTO. In 2005 Congress did relent, the new ...

Re(3): EU settles with US on WTO gambling withdrawal
The E.U and other countries were third party to the Antigua claim. That is they reserved their rights. So, by doing this, as a third party, in theory perhaps, if the U S were to allow remote gaming from Antigua, this would piggyback to them. This allowed them, without filing their own claim, to reap benifits if Antigua won, and they did. These benifits were unlooked for when the U. S. decided to withdraw the commitment, they were given a windfall having never actually had to fight the U. S. and strain relations being seen as trying to push gambling in the U. S. while actually seeking ...

Re(4): Vote against Mike Huckabee
I am not specifically a RP supporter, though I am not against him either. In-fact, I really see none of the candidates that really excite me, though RP has some challenging ideas. No chance, though I would not prop bet anything, if I were in Iowa, I would consider caucusing for him. The one thing everyone is not seeing in his numbers; most of his support is from the independents, new voters and democratic converts. That Ventura guy who won the governorship, no one gave him a chance. Poll numbers were bad, etc. No, I do not count RP out. I read someplace a mere 25,000 votes in Iowa will ...

Re(1): EU settles with US on WTO gambling withdrawal
The BBC is reporting the US is to make an offer, not that a deal is done as yet, the EU will have to approve this deal. As to congress, in a meeting several months ago with Sen. Rockefeller's office, they were of the opinion ANY deal made would require congressional approval as well. The 'fast track' trade authorization given to Bush by the GOP expired as well and was not renewed as fars as I recall by the current congress. This required a yes / no vote only by congress with no modifications / amendments allowed by congress. So, all is not lost, yet. Plus, do you (I do not) ...

Re(1): DELAYED: Re(12): WTO decision due Dec 14th
An important 2 facts from the story: 1. On Monday Antigua expects to know WHEN the report will be ready. 2. More importantly, Antigua's lawyer IS in D.C. meeting with Rangel of the Ways & Means Committee, today causing my speculation a deal may be in the works. The unknown is what is transpiring between Rangel and the USTR. Recall, the USTR indicated the office would work with Congress on a solution in response to the letter sent by Rangel et al following the last hearing on Internet Wagering. Thus, we need to be gearing up to redouble our efforts as Congress returns from Christmas ...

Time To Redouble Efforts To Congress
The time is drawing near for a redoubling of our efforts to cajole Congress into acting on the pending legislation near and dear to us. In the days leading up to the return from Christmas break we need to great them with many good letters and reasons to act. Areas we need to begin exploring and discussing to base the thrust of our position are (please add to this list): The really impossible task of writing accurate regulations to prevent overblocking a. TBD b. TBD c. TBD The delay of the Antigua / WTO sanctions ruling allows another window of opportunity for the U. S. to avoid costly ...

Ah, but, the bigger thing is, should legislation be passed acceptable to Antigua then the U S does NOT withdraw the commitment, ergo, no E U claim which is solely based on the U S withdrawal of the agreement, the E U would have to file its own claim over sports betting. In the stead, we have poker. obg

Nor am I an expert, I only read what is printed in the dispute settlement and posted to the Antigua WTO site. Agreed, Jay has provided much valuable information and insight to us all. Also read (Panel%2011.10.04).htm From International Relations, who teach said same in relation to the U.S. As to the Wexler bill, random thoughts here ONLY. Considering there was a meeting hosted in Antigua and attended by many prominant congressmen, perhaps that may have been discussed, there was a statement and letter following that meeting with a desire to pass legislation acceptable to the WTO, Antigua ...

Re(6): WTO decision due Dec 14th
I do think any monetary ruling announced today in whatever the amount will detail the specifics as to why that amount was settled on. That said, I do not look for it to actually include sports betting. Why, simple. Read the case as presented at Go to the second section, paragraph 2 which states: First, the Appellate Body ruled that the US had made a commitment to free trade in betting and gambling services in its schedule of commitments to the General Agreement on Trade in Services ("GATS"). The US had contended throughout the dispute that it had not made such a ...

Yers, exciting news, but read carefully, there is better news there fore us. Recall ther hearing before congress and the concerns of age / location verification. The site lost money because the company elected to undergo a more stringent registration process than its competitors. However, the endeavor helped the company work out problems that will be useful when relaunching, such as how to determine a bettor's age and location and how to protect problem ...

Re(2): Voice Your Opinion on the UIGEA Regulations
I have noticed a theme of sorts that has developed in the regs comments that center on over-blocking due I believe to a lack of understanding of what actually constitutes illegal internet gambling, even in the face of the agencies being directed by the UIGEA itself to develop regs that prevent this while blocking ‘illegal’ betting. Impossible to do I would surmise. Anyway, here is my comment to the board based entirely on the agencies own words and those of the UIGEA itself. Comments before I submit' December 07, 2007 Jennifer J. Johnson Secretary, Board of Governors of the ...

Hey TE, obg here, following is my latest comment. I have noticed a theme developing from several concerning over-blocking and lack of a definition of what IS UIG.
