Online Poker Tournament Rankings

Just came back from a week in Croatia. Tried to access my Neteller account from my hotel there and was refused access to the site (refused by Neteller, that is). Just returned home to France, and when I log in, I receive a new message that my account is closed! I am told to call an 800 number, which it turns out is broken. Is this anyway to run a financial institution? Any thoughts from the online poker community? TIA
