Just got off the phone with John Pappas of the Poker Players Alliance who said that he expected HR 2267, which is the full licensing bill brought by Barney Frank, to be marked up in January. However, if Frank's Committee (Financial Services) finishes the financial reforms bills early that it's working on, then a vote could come down in December.

A companion bill to Frank's taxes online gaming operators 2% of deposits. It remains to be seen what the final version of HR 2267 would have in it after it's marked up, but it currently allows states and Indian tribes to opt out if they so choose.
