Problem is that the last 2 years of the Bush administration, the senate was controlled by the Democrats. Last I checked, and fuck me if I am wrong, but the POTUS does not actually make the laws. He only signs them into law. You can blame Bush for signing a bunch of shit. I'm with you on that one. Just make sure to include those who wrote the laws the idiot was signing.
