    The existing sites are not a cartel. A cartel is a formal (explicit) agreement among competing firms to coordinate prices, marketing and production. That being said, I guess I don't see your point. The problems you mentioned are CAUSED by bills like UIGEA and the DoJ's misinterpretation of the Wire Act, as these are far more effective at keeping American companies out of the market than they are at stopping offshore companies from coming in. The legislation supported by PPA in Congress today
