Why are you even arguing about what a persons approval rating will be in 4 years when he won't even be elected president anyway? Can anyone tell me , once you have won a pkg. if, you cant cash it out or transfer it , what would be the reason to continue playing them. Maybe thats what the OP is getting at. Like when the top players win a pkg. they have no reason to play anymore if it has no cash value to them.
