  1. From my understanding, the SAFE Port Act had to be passed (or was all but certain to pass). Some Senators wrote and attached the totally unrelated UIGEA to the SAFE Port Act bill. Because the SAFE Port Act had to pass, and the attached UIGEA and the voting were done so late (the last day before Congress adjourned for the 2006 elections) none of the Senators who voted even read the final version. And just voted anyway because the SAFE Port Act had to pass. I have 2 questions about this : (1) Is this what actually happened, or am I mistaken? (2) Why on earth are senators allowed to add a bill to a totally unrelated bill, that had to be (or was certain to be) passed, and add it at the very end where no one even read the final draft? That just seems to be extremely shady and absolutely asinine (if this is true). I apologize if this has been asked before. I couldn’t find anything.
